Duties and Responsibilities
- Responsible for compiling, structuring, and analyzing Human Resources data to make conclusions that helps in decision making
- Compile and present HR data and metrics from the Human Resource Information system (HRIS) and payroll outputs
- Conduct workload analysis
- Develop assessments for potential and current employees and update employment records
- Support recruiting processes with data and statistics for trends and patterns
- Present results of employee performance evaluations
- Gather and disburse government labor statistics, new employment regulations, and labor laws
- Prepare reports of data results and present findings to senior leadership
- Recognize and suggest short-term and long-term goals, milestones, and benchmarks for key performance metrics
- Contribute to system decision-making, scoping, and arranging HR system projects in support of the overall HR strategy of the Board
Requirements for Appointment
- Bachelor’s degree in Human Resources Management, Business Administration, Industrial Psychology, or related field
- Demonstrated knowledge in Quantitative skills and techniques
- Conversant with Human Resource Analytics software and tools
- At least 3 years of experience in human resources analytics
- Strong analytical and problem-solving skills
- Proficient with Microsoft Office Suite
- Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information
Legal Assistant

Duties and Responsibilities
- Provide legal support to the Board and Secretariat to enhance the Boards effectiveness
- Handle legal communication that is addressed to the Board and give preliminary recommendations
- Participate in the negotiations and preparations of Collective Bargaining Agreements (CBA’s)
- Prepare case briefs and summarize depositions, interrogatories and testimony
- Conduct relevant legal investigations and prepare statistical/documentary research report
- Locate and develop case relevant information
- Prepare and file basic legal documents and correspondence
- Review cases to determine whether they have legal merit
- Prepare preliminary legal papers and briefs, researching legal issues, and drafting legal documents
- Conduct research on legal issues to support litigation efforts
- Interpreting laws, regulations, and policies to advise clients about how these apply to their situation.

Requirements for Appointment
- Diploma in Legal Studies from an institution recognized in Kenya
- Bachelor’s Degree in Law will be an added advantage

Chairperson- County Audit Commitee

Duties and Responsibilities
- Set the agenda for each meeting with the committee members
- Provide oversight on risk management, controls and governance processes and audit affairs of the county government and make appropriate recommendations to the County Executive Committee regarding internal control and audit matters; and
- Follow up on the implementation of the recommendations of internal and external auditors.
- Arrange for a periodic review of the effectiveness of the audit committee alongside its mandate
- Demonstrate independence and impartiality in decision making which accord with the legal constitutional and policy requirement
- Provide clarification to members on the audit committee’s responsibilities
Requirements for Appointment
- Be a Kenyan Citizen
- Possess at least an undergraduate degree from a recognized university in the field in which she or he has been practicing
- Satisfy the provisions of chapter six of the constitution
- One shall not be a past or present employee of the entity, and shall not have served as an employee or agent of a business organization which has carried out any business with County Government of Siaya in the last two years.
- Have at least 10 years of experience in a senior management position, where their scope of work covered the entire organization they were working with.
- Be a member, in good standing, of a professional body such as: IIA, ICPAK, ICPSK; IAK; APSEA; ACFE; LSK and any other relevant professional body.
- Be and independent proactive leader with confidence and high integrity
- Demonstrate a knowledge and understanding of the object, principles and functions of the County Government of Siaya.
- Demonstrate competence in leadership and business management
- Possesses a good understanding of government operations, financial reporting and auditing
- Possess excellent working knowledge of an audit committee’s functions and risks management framework
- Possess strong interpersonal skills and time available to develop and monitor the committee agenda
